The Caucus and Convention process
Caucus and Conventions are a series of meetings where members of a party have the opportunity to come together and discuss party business as well as elect representatives for their neighborhoods.
The first of the series of meetings is the Precinct Caucus. Precinct caucuses are held on February 1st during an election year (every two years). During the Precinct Caucus, members of a voting block (a neighborhood) will discuss and vote on resolutions that they believe should move on to the BPOU convention for further review. They will elect BPOU delegates and Precinct Officers that will represent their neighborhood for the next two years. Every precinct is allotted different numbers of delegates and three precinct officers (Precinct Chair, Precinct Vice-Chair, and Precinct Secretary). Precinct officers take direction from the BPOU.
BPOU Delegates move on to attend the BPOU Convention where they will vote to endorse local candidates. In Minnesota, there are a total of 67 Senate Districts giving us 67 Minnesota State Senators and each Senate District is split up into two House Districts (A and B) giving us a total of 134 Minnesota House Representatives. Each BPOU is represented by one to two House Representatives and one Senator.
BPOU Delegates also elect which delegates will move onto the State and Congressional District Conventions. Delegates that move on to become Congressional District Delegates will attend the Congressional District Convention and endorse U.S. House of Representatives Candidates while delegates who move on to become State Delegates will attend the State Convention and endorse statewide candidates such as governor, senators, and the attorney general. During a year where there is a presidential election, delegates from both the Congressional District and State conventions are elected to attend the National Convention.

HOW CAN WE LEVERAGE THIS PROCESS?
Only one candidate from each race can be chosen as the endorsed candidate of the Minnesota Republican Party. During the BPOU, State, and Congressional District Conventions, delegates vote on which candidate they believe should be endorsed. Whichever candidate has the most delegate votes becomes the endorsed candidate. Once a candidate becomes the endorsed, they get the full backing and support of the party as whole which means all fundraising efforts and campaign mobilization efforts are focused on that candidate alone.
By attending the Precinct Caucus, community members will have the opportunity to run and vote for delegates. By placing the right people in place, we get to choose which candidate will be endorsed and have the full backing of the party which gives them a stronger chance of winning the primary elections and being on that main ticket during the general elections.
